Voting Question: Minnesota vs Texas???

So... I'm looking into Grad Schools and currently its between Texas Tech in Lubbock, Tx and U of Minnesota in St Paul/Minneapolis, Mn. I am well aware that they are very different places(I've gotten that a lot). Basically I'm looking for some advice/suggestions on which is a better school and area to live. I'd like to hear pros and cons from some people that have been to or live in either place. And just to let you know a little bit about me..
